Important: These plans are pre-approved by the City of Cathedral City for the structure only. Site-specific plans and agency approvals (SCE, etc.) are mandatory for all permit applications.
Program Overview
The City of Cathedral City has established a Pre-Approved ADU Program to help homeowners add accessory dwelling units more quickly and affordably. By selecting from pre-approved architectural plans, property owners can significantly reduce the time and expense associated with custom plan review.
Pre-approved plans have already been reviewed and accepted by the City's Building Division for compliance with California Building Code requirements, meaning faster permit issuance and a more predictable construction timeline.

Plan 4: Garage Conversion (JADU)
Garage Conversion to JADU
Key Requirements
Site Plan
Must be scaled and dimensioned, showing all existing structures, setbacks, easements, and proposed ADU footprint.
SCE Approval Email
Southern California Edison approval email must be attached to your application.
Grading Permit Exemption Form
Required form to verify grading permit exemption status.
Utility Connections
Show sewer, water, and electrical connections with sizes and locations.
How to Apply
Select a Pre-Approved Plan
Review the available plan options and choose the design that best fits your property and needs.
Prepare Required Documents
Gather all required documentation including site plan, SCE approval email, and grading permit exemption form.
Submit Your Application
Complete the ADU application packet and submit through the City's Citizen Self Service (CSS) Portal.
Receive Your Permit
Pre-approved plans receive faster permit issuance since architectural review has already been completed.
Begin Construction
